Dress pattern queries

Hi

I'm working on below pattern but struggling to understand the instructions.

"Beg with a K row, work in st st shaping sides by dec 1 st at each
end of 5th and 4 foll 8th rows. 71 sts.
Cont straight until back meas 16 cm, ending
with RS facing for next row"

Can someone explain please?

Hi Jackie and welcome

Here is an interpretation:

Knit 4 rows straight. On the fifth row knit 2 together at each end of the row.
Knit 7 rows straight. On the eighth row knit 2 together at each end of the row.

Repeat that last line of instruction three more times. You should then have 71 stitches.
Now knit straight with no decreasings until your work measures 16 cm making sure that your last row is a wrong side one.

Hi Kate

I watched an youtube video said the "dec 1 st at each end of 5th" should be using two type of decreases on one row? skpo and k2tog??

Yes, that's the way to make it super neat. Slip one knit one pass slip stitch over at the beginning leans the decrease to the left, knit two together at the end of the row leans it right, so you get a symmetrical effect.
